A third on 4 points is mathematically guaranteed through, goal difference irrelevant: only 7 of the 12 groups can produce a third with 4+ points, so it can never be one of the 4 thrown out (as long as it does not finish 4th in its group).

3 points is contested: up to 7 groups can finish higher, leaving about 1 of the 8 places to be decided on goal difference.

Why 3 is not safe: at least 11 of the 12 groups can produce a third with 3+ points, but only 8 qualify. A team finishing 3rd on 3 points with a weak goal difference can rank below the cut and be eliminated.
